Finland has granted permits to only 123 berry pickers from Thailand this year, Yle News reported. The figure is far below the number of applications and underlines how tightly seasonal labour has been regulated this summer.

Nearly all of the Thai workers are employed by a single company. That firm pays their travel expenses, and according to Yle News it has not been linked to human trafficking or exploitation.

The numbers matter for Finland’s berry sector, which has long depended on foreign seasonal workers. This year’s permit tally suggests that access to labour and oversight of recruitment are both under close scrutiny.
