Finland is considering whether some convicts could be held in prisons abroad as overcrowding grows in domestic facilities. The idea, known as prison outsourcing, has already been used by other countries, including Sweden.

The issue highlights pressure inside Finland’s prison system and the challenge of finding space for inmates without delay. Yle News reported that the option is now under consideration, but no decision has been announced.
