Wellbeing services counties are warning that cutting their funding without reducing their responsibilities would leave them in an impossible position. According to Iltalehti, there is broad agreement among the counties that savings cannot be made unless statutory duties are eased at the same time.

The debate centres on a proposed so-called index brake, which would slow the growth of county funding. Several counties say the change would be unfair, because service obligations would remain unchanged while the money available would grow more slowly than expected.
